As of 27 February, Álvaro Santos has assumed the position of President of the Norte Regional Coordination and Development Commission (CCDR-Norte) and, in this capacity, serves as Chair of the Managing Authority of the Interreg Atlantic Area Programme.

He brings extensive experience in local and regional development, strategic planning, urban policy and public management. Throughout his career, he has worked across academia, national and regional public administration, local government, and the private sector, developing a multidisciplinary perspective on territorial governance and sustainable development.

Álvaro Santos holds a degree in Civil Engineering from the Faculty of Engineering of the University of Porto, a Master’s degree in Territorial and Environmental Planning from the Faculties of Engineering and Architecture of the University of Porto, and a PhD in Ecology and Environmental Health from Fernando Pessoa University.

As Chair of the Managing Authority, he is responsible for the implementation and overall management of the Programme, ensuring its institutional representation and compliance with applicable European Union and national regulations. His responsibilities include overseeing eligibility rules, information and communication requirements, as well as monitoring and evaluation procedures.

Since 2007, the Norte Regional Coordination and Development Commission (CCDR-Norte), based in Porto, Portugal, has acted as the Managing Authority of the Interreg Atlantic Area Programme.
