Based on the challenge of skills gap and limited access to marine infrastructure in the context of the blue economy sector, the partnership proposes the creation of the UPWELLING Network and a digital platform, connecting marine infrastructures, researchers, SMEs, and startups across the Atlantic Area.

In 2026, the focus shifts to capacity building through the UPWELLING Academy, which offers specialised training, hackathons, and collaborative activities to bridge the skills gap in the blue economy.

Finally in 2027, selected innovations move into the Proof-of-Concept phase, where promising ideas are tested in real marine environments. By the end of the project, UPWELLING intends to build a lasting transnational network and a digital hub that continues boosting innovation and blue growth beyond 2027.
